OF THE COURT IN APPEAL ' NO. 56 OF 2002 ' By majority view in terms of rule 25 of the Sindh Service Tribunal(Procedure) Rules, 1974, the appeal is accepted, impugned orders are set aside and the respondents are directed to allowed pro forma promotion and the financial benefits to the appellant with effect from 13-2-2002. There shall be no order as to costs.
