1. GHULAM RASOOL SHAIKH (CHAIRMAN).--The relief sought pertains to promotion or appointment to selection grade. Not only this but this is based on the seniority against three persons who have not been impleaded. So apart from the fact the question of promotion cannot be agitated before this Tribunal the appeal suffer from non-pleading of persons likely to be affected.

2. Appeal is summarily dismissed.
