ABDUL GHANI Versus ADDITIONAL COMMISSIONER (REVENUE)

ORDER

SAAD SAOOD JAN, J. --The petitioner was appointed as Lambardar on 25-10-1975. He applied to the Collector for the grant of land under the Scheme of Lambardari Grants. His prayer was turned down on the grout that by a memorandum issued by the Board of Revenue on 24-8-1974, the Scheme stood withdrawn. He filed an appeal before the Additional Commissioner which was dismissed. He then invoked the constitutional jurisdiction of the High Court but again without any success. He now seeks leave to appeal from this Court.

2. The petitioner wishes to challenge the legality of the memoranda of 24-8-1974. He has not, however, cared to file a copy of the memorandum over period of seven years during which this petition has remained pending. In accordance with the rule laid down by this Court in Noor Khan v . Member, Board of Revenue 1984 S C M Rl 681, leave is refused.
